Supplies are essential at PSE, as their quality affects the maintenance of the national power system, implementation of investment projects and ensuring the functioning of the company’s offices. We are constantly improving our supply chain so as to purchase goods of the highest quality efficiently and on time. The company’s supply chain ensures the implementation of tasks in areas including:

  • investment projects,
  • information and communication technology,
  • maintenance of substation buildings and power lines,
  • maintenance of offices,
  • maintenance of aircraft and vehicle fleets.

PSE’s structured supply chain is mainly aimed at optimising costs and minimising purchasing risks. Our company’s purchasing model is organised based on two purchasing units. These are:

  • Central Investment Unit making purchases for the purposes of investment projects;
  • Administration and Procurement Department carrying out all purchases except for those for investment projects.

PSE has a comprehensive and structured procurement range. Our purchasing category tree consists of eight categories. These include fleet and logistics, construction works, design and repair services, specialist services, ICT, technical materials and equipment, utilities and municipal services, administration and professional services.

The main supply types contracted by the Central Investment Unit (Investments: 92.72 percent of the value of all deliveries in 2023) by purchasing category are as follows:

  • autotransformers,
  • construction of power lines,
  • disconnectors,
  • circuit-breakers,
  • construction of electrical substations,
  • supervisory control and data acquisition (SCADA) systems,
  • instrument transformers,
  • portable and mobile electric or combustion-powered equipment,
  • data transmission.

The main types of supplies contracted by the Administration and Procurement Department (excluding investments, 7.28 percent of the value of all supplies in 2023) by purchasing category are as follows:

1. Supplies to the ICT Department (3.20 percent of all supplies):

  • business licences, including ERP,
  • network devices,
  • servers, arrays, libraries,
  • ICT infrastructure,
  • other IT licences,
  • computer hardware,
  • IT systems maintenance services,
  • mobile telephone systems,
  • other repair and modernisation services,
  • equipment of buildings,
  • system licences,
  • office licences,
  • installation and implementation of new IT systems;

 

2. Supplies to the Operations Department (2.72 percent of all supplies):

  • other technical equipment,
  • current and voltage transformers,
  • GIS (geographic information systems) and MTS (mixed technologies switchgear) panels,
  • other technical materials,
  • automation systems,
  • electrical power engineering works,
  • electrical materials,
  • OPGW cables,
  • pneumatic and hydraulic systems,
  • repair and modernisation of substations,
  • transformers and transformer parts,
  • building materials,
  • supervisory control and data acquisition (SCADA) systems;

3. Supplies to the Administration and Procurement Department (1.20 percent of all supplies):

  • trucks,
  • other technical equipment,
  • office supplies,
  • transformer substations,
  • office furniture,
  • specialised vehicles,
  • vehicle repairs and maintenance,
  • press and books,
  • energy and nutritional meals,
  • power supply systems and rechargeable battery banks,
  • other OHS expenses,
  • brown and white goods

and other supplies for the Security, Human Resources and Communications Departments (in aggregate, 0.16 percent. of all supplies).

Local content

In 2023, our organisation concluded a total of 151 supply contracts with a total value of PLN 1,429,256,700. As much as 95.67 percent of the supply value – a total of 147 contracts – was provided by contracting parties from Poland. Four contracts with foreign contracting parties were concluded, which accounted for 4.33 percent of all PSE supply contracts.

Contracts awarded to local suppliers accounted for just 0.06 percent of the value of all contracts. 99.94 percent of the value was awarded to nationwide or foreign companies. This is due to the fact that the supplies for PSE include a very wide product range of the best quality, supplies must go to many regions of Poland, and contracting parties must meet a number of criteria so as to fulfil the requirements for doing business with PSE, which works with trusted contracting parties with proven reliability.
